Liz Sweeney added as senior fellow at Milken

Municipal Securities Rulemaking Board board of directors member Liz Sweeney has joined the Milken Institute as a senior fellow.

Sweeney made the announcement on Tuesday and will continue her duties as president of Nutshell Associates while also serving the MSRB.

“I’m delighted to be working with the public finance team at MI Finance,” she said. “They excel in bringing together thought leaders and market practitioners to advance best practices in public finance.” 

The Milken Institute is an economic think tank that launched its Program for Excellence and Equity in Public Finance in 2021. Her agenda at Milken will follow a familiar trail.

“My work will focus on exploring how public entities can enhance risk management with low-cost practical tools and data. We believe that enhanced risk management can enable better policy making and cost-effective, long-term solutions,” she said.  

Sweeney has already started her tenure at Milken, joining a team that’s enthusiastic about her future contributions.   

“We’re thrilled to have Liz,” said Dan Carol, senior director, center for financial markets, Milken institute. “She’s joining our council as we look at ways to drive innovation and develop more infrastructure projects across the country. We have our first public finance advisory council meeting next week, that she’ll be participating in.” 

Sweeney has been an MSRB board member since 2021 where she sits on the regulated side while serving on the Audit and Risk Committee and the Nominating Committee. Her term expires Sept. 30, 2025. She’s also been the president of Nutshell, Associates, a public finance and municipal advisory firm, since 2019. 

Her expertise extends across data technology, disclosure, analytic frameworks and climate change issues. She began her career as a rating analyst with S&P Global Ratings, where served as a managing director and criteria officer. Her specialties there included credit policy and risk management. 

Sweeney also finds time to serve on the board of directors of the University of Maryland Medical System. She earned a bachelor’s degree in finance from Georgetown University and an MBA from NYU Stern School of Business.
